Isvolsky. Italy is no longer an effective factor m the Triple Alliance, and the growth of Austrian influence m the Adriatic, and the development of the Austrian navy, must necessitate a revision of the situation. The 11 German reversion to friendship with "Russia is prudent and inevitable, and "Britain-may welcome it, provided it -tends to the preservation of the equilibrium and the peace of Europe.
