Accompanying a Ministerial "whip" issued on the reassembling of Parliament was a circular enquiring whether the recipient was willing to attend the House until October and whether, m the event of a holiday, he was prepared to divide it, taking a fortnight m one month and a fortnight- m another.. The Times protest against any ajvtempt to arrange batches or relays to? effect Ministerial purposes by exhaust-' 1 * ion of the .Opposition. ' It "adds thafc \ the circular indicates a fine contempt '*■. for^ the rights of the constituencies which will be unrepresented and voiceless m the House during a considerable portion of the session.'
