NEW YORK, February 27. At the Peace Society's dinner, at ■ New York, Mr Root declared that the obstacle in the recent negotiations between tho United States, Japan and Britain was not the action of the diplomatists, but that of people who ought to be ostracised and punished for insulting friendly Powers. Mr Bryco, the British Ambassador, stated that Mr Root had, signed twenty-four arbitration treaties. Baron Takahira, t]io Japanese Ambassador, praised Mr Root's work during the recent fallacious clamour. He was glad that the public had seen the folly of the impossible story that Japan was seeking war.
