The Toronto Globe, the Ministerial organ, in referring xo the proposed department of External Affairs, and in reply to those who are impatient for independence, admits that -Canada's evolution, is in tha!t direction; but adds that, on the whole,-it is better that it should 1;g so slow as to attract little attention, and to cause no irritation.
