Received February 27, 12.50 a.m. LONDON, February 26. The outlook in the Near East has improved. THE NEW SERVIAN MINISTRY. BELGRADE, February 26. M. Novakovitch, in the Skupstchina, declared that the Servian Government had formulated a political programme. The aspirations therein embodied and - the right underlying it had been submitted to' Europe, which alone must shortly consider its legitimacy both as regards Servia and Montenegro.
