Isvolsky that ho was willing to co-operate with Russia m advancing the dismissal of reactionaries and the selection of able men to prepare a scheme of elective I Government, and that no loan should be granted unless approved by an elected Assembly. (Received February 26, 8.13 a.m.) LONDON, February 25. Sir Edward Grey, m his reply to M. Isvolsky, stated that there is no difference m principle between Britain and Russia, regarding the object and conditions that they should keep m view, m relation to Persia.
