LONDON, February 24. * In the House of Commons a, two clays' debate has begun on Earl Percy's amendment to the Addics-in-Reply deploring that no effectual efforts have been made to restore the authority of the law m Ireland to protect the elementary rights ol" subjects. Earl Percy asked why the Estate Commissioners had not been instructed to refuse to purchase land where intimidation prevailed. Ho urged that the Coercion Act was necessarily to protect witnesses. Mr Birrell (Chief Secretary lor Ireland) strenuously justified his administration, also the prosecution for cattle driving under an Edward the- Third statute, which, he claimed, Vras- exceli lent for the purpose. He declared that \ cattle driving was rapidly decreasing. | He deplored boycotting, which was unI -uippreesable by the Crimes Act. He | would not ormoso a measure dealing with firearms provided it were made applicable to tho whole -'' the United I Kingdom. The present facts did not warrant the enforcement of the Crimes Act. Mr J. H. Campbell, Mr Redmond and Mr S. H. Butcher also spoke.
