THE PREMIER'S REPLY TO MR MASSEY.
AUCKLAND, February 22. The Premier, m an interview, said that the statements made at Hawera by Mr Massey, to the effect that the Government had been guilty of improper tactics m the sole interest of party, and of bribery by the expenditure of money and the promise of billets m reward for party service, were absolutely contrary to fact. He challenged Mr Massey to name any specific case. In regard to Mr McGowan's retirement, Sir Joseph Ward said that there was not the slightest difference of opinion on questions of policy between Mr McGowan and himself. The further assertion that Mr McGowan had_ declined to retire was without the slightest foundation. In regard to Mr Ngata's appointment, Sir Joseph said that the responsible Minister was not relieved of his obligations. A political under-secretary could act m many matters, though not where Ministerial responsibility was called for.
