Colonel Robin, of the Council of Defence, explained to a Post reporter this morning that to-day's ■ cablegram resnecting the Canadian " militia ; probably misrepresents the position, and really refers to the "Territorial" system instituted by Mr. Haldane for the militia, and which it is hoped to apply to all oversea dominions and colonies, so that, an army of the Empire will be possible.
