The Poor Law Commission's report recommends the title, "public assistance" instead of '■'■ Pcor4aw relief," the abolition of guardians and workhouses m the- present Poor-law areas, the transferment of the work from the borough council to, the county council, with an executive helped by public assistance committees, who will link private charities with public assistance ; the creation of labour colonies for unemployables, and the creation of lahp,\ir exchanges. j It is a gigantic report, containing forty volumes or evidence.
