The Bureau of the Social Revolutionary Party has resolved that, owing to the Government's continuous terrorism . m d massacres, terrorist acts against high officials ought to continue It advises active boycotting of the Duma elections, blowing up of electoral assemblies, the destruction of lists of electors. A fresh plot against the life ;of 'the Czar has been discovered at St. Petersburg. Several arrests have been made.
