St. Petersburg, Sept 8 The Viceroy of the Caucasus has sent artillery to Baku, with instructions to restore order at any coßt.

i The whole oil industry has been rained, involving a loss of twenty million sterling annually in State revenue from excise.
Corrupt officialdom, coupled with Prince Galitzin's policy, setting Tartars against Armenians, is considered responsible. The oil companies a week ago warned the Government, and vainly implored it to send troops. -■>
