A Rumoured Assassination.

Eeceived Feb. 3, 7.24 a.m. St. Petersburg, Feb. 2 The Socialist Committee m Warsaw declares it is the intention to force the whole population to turn out to fight the troops. ■ • London, Feb. 2 It is rumoured m Berlin that the Governor of Warsaw has been assassinated. The " Daily Telegraph's " St. Petersburg correspondent states that the Czar after impatiently listening to the emphatic advice given by M. Yermo^off, the Minister for Agriculture, that a radical change of policy is essential for the pacification of the country, suddenly authorised him to prepare a ukase, directing M. Da Witte: to extend and develop the principles of reform embodied m the ukase of December 25th, and to restore order by peaceful means, inviting th« cor-operation of the people. The methods were left largely to M. De Witte's discretion. The scheme may inolude an early convocation of the Zemsky Assembly. It is expected that freedom of the press will be granted. General Trepoff will shortly be ordered to Manchuria, and all the recently arrested prisoners will be released. The " Standard's " St. Petersburg correspondent reports that M. Yermoloff advised the Czar to severely punish those responsible for the disaster of January 22nd, and inoulcated the wisdom of consulting the people on national affairs. M. Yermoloff states that M. De Witte heartily approved of the advice given by him to the Czar. A Committee of Ministers subsequently conferred.
