The Grand Duke Vladimir Justifies Himself. ; St. Petersburg. Feb. 2 The Czar and Czarina and the DowagerEmpress have given General Trepoff 50,000 roubles to assist the families of those who were either killed or wounded during the recent rioting. The Grand Duke Vladimir has assured an American correspondent that if the mob on tho 22nd. had been allowed to reach the Winter Palace they would have sacked it, and the city would have been delivered over 1 to anarchy, bloodshed mid flames. The Government only did its duty. .It was absurd to assert that Maxim Gofky "would be hanged. He declared the disorders at Warsaw, Kieff, and elsewhere were industrial and not revolutionary. If a constitution were granted, anarchy would be the result, followed \>y tho disintegration of the Empire, The autocracy would grant tbe necessary reforms to the peasantry by giving them the means of presenting their needs and grievances direct to the Sovereign.
