Dear Sir, — Referring to your memo of 31/3/98 and correspondence relating to the appointment of two pupil teaehera by the Ashburfcon School Conimifcfcs.a and Mr Siloook'a appeal \a the Board,' roe jj&ks the facta to be as stated m the minutes of the meeting and are of opinion that the action of the Committee was m order. We think. Committees have power over their ewn procedure, and if they make a rule that all questions upon which there is a difference pf opinion shall be determined by ballot, such i rule ip reasonable and good m law and binds the minority, JJut be that aa it may, here, the resolution that five of the candidates should be submitted to the ballot was unanimous, m that there was no dissentients j then the selection from the five was made by ballot. Mr Siloock must be taken to have given a silent vote m favor of the first resolution and having done so he could not complain that it was carried out. There is nothing m the proceedings which calls for the interference of the Board. We return the correspondence. — Yours faithfully, 3AJSBICK, C#WLls%fi r \y & FISHJER."
