London, April 26 The Times' s Pekin correspondent says thai Dabasoff, tho Russian Commandant;, issufd a proclamation declaring the lease of Port Arthur comprises 800 square milep, embracing all the harbours and including Kinchau. The Russian Convention states that f he lease is for twentyfive years, but is capable of indefinite extension. The southern portion of Taljen Wan, like Port Arthur, will be an exclusive naval base, nob opened to foreign commercial ships.
Tho accuraoy of the above statement has been officially admitted.
