BOBOUGH COUNCIL.

The fortnightly meeting of the Ashburton Borough Council was held las^ nighfc. Present—The Mayor (presiding), and Crs Thomas, Cuthbertson, Paul, Duncan, Flower, Jones, and Scaly. FINANCE. The Mayor reported the debit balance at the bank to be £698 8s sd, The receipts from all sources since last meeting \ were :—Kates 1892, £4 2-*; 1893, £36 12*; i rents of reserves. £6 15s; license*, pub--1 cans, £270; dogs, 10j ; borough seal, £lls; refund Canterbury miiL-, £56 6* 21; domain account, £13 12a 91 ; library account. 17s; total, £389 15s lid? 3 ENGINEERS' REPORT. The Engineers' report was read and adopted as follows :— S. E. Belt.—The Works Committee! hare had an interview with the representatives of the Hampstead Town Board, as the latter wish to restrict the expenditure at present to completing the formation of the south-east side of that portion of the south-east belt between the Wakanui Road and the north-east belt, four Committee have visited the locality and recommend that tenders be called for the work required. The Hampstead Town Board to pay half the cost. Plantations and Fencing.—The Works Committee have inspected the several plantations at the north-west quarter of the Borough, and recommend that the fences of the nort-west belt plantation, and of that at the intersection of the Alfcrd Forest Road and the northwest belt be removed, and the trees thinned. Also that the fence of the plantation on the Iriver bank north of the Old Men's Home be repaired and made cattle proof and some of the pinus insignis be cut down. Your Committee also recommend that some gaps in the willow plantation in the river bed at Norman's paddock be made good where necessary with willow saplings. Labor Gang.—The men have been engaged In ploughing and carting grass off, the sides of the Wakanui Road, carting soil to sections, spreading shingle carted by the contractor, repairing channelling and kerbing in Tancred Street, repairing che north-west belt, carting rubbish from streets, grubbing tussocks and broom off streets, repairing and fixing foot bridges, erecting lamp post at approach to traffic bridge, attending to water supply and other maintenance work. BURGESS BOLL. Afcommunication was read from the Colonial Secretary stating that Government had validated the burgess roll, which by an inadvertence had not been forwarded till after the appointed time. RESERVES. Mrs S. Elliott's offer of £1 per year for T.S. 1249 was accepted. Mr F, H. Steel applied to rent T.S. 1214 and 1249 ai; £1 10s per year. The Clerk was instructed to inform Mr Steel that the minimum rental was £1 per section. A letter from an intending tenant regarding the delapidated state of the shop in East street waa referred to the Chairman of the Reserves Committee. Several applications to have the names of lessees of reserves altered ware granted. RUBBISH. Permission was given to Cr. Cuthbertson to burn rubbish on his premises, and it was decided to authorise the Town Clerk to issue such permits in future, to report* at the following meeting of the Council. FIRE BRIGADE. . The Secretary of the Ashbnrton Fire Brigade wrote asking the patronage of the Mayor and Councillors at their annual social, alse for permission to use the Council's horses to draw the engines in the Drocession, The request was granted, LiumijxiF. A petition signed by a number of ratepayers was read asking that a lamp be erected on the corner of Cass and Tancred streets. Cr Paul moved that the matter be referred to the Lighting Committee with power to act. He thought the lamp was really urgeatly needed, as there was a long space without any light. Cr Duncan also spoke in its favor and seconded the motion. The Mayor and Crs, Scaly and Thomas thought that as they had recently refused to erect a lamp at the corner of Burnett street, where there was more traffic, it would be unfaii to grant the request. Cr, Cuthberton said that as by the time the Council had completed the lighting of the traffic bridge they would have expended their lighting estimates, they could not very well grant the petition which would doubtless follow the granting of this one. After some further discussion it was decided to inform the petitioners that the Council cannot expend any more money for lighting purposes this season. NUISANCES. The Inspector of Nuisances reported tnro cases of persons carrying goods without licenses, also two cases of persona keeping registry offices without licenses. In each case the clerk was instructed to notify the offenders that unless the licenses were paid before the next meeting of the Council proceedings would be taken. In compliance with the inspector's request for remuneration for his time in the R.M. Court it was decided to allow him the sum of £1 Is for time spent in connection with the Campbell dog case. BAST STREET. Cr Thomas moved that t,he Railway Commissioners be requested to proceed with the clearing and planting of East Street in compliance with the promise made. Cr Paul did nofc see that it was more necessary to have East Street cleared than West Street. Cr iSea'y seconded the motion, which was carried. Crs Jones and Duncan standing out, and Crs Flower and Paul dissenting. BARING SQUARE. The question of fencing and lev Uing Baring Square, brought up by C; ->o*ly, was referred to the Works Commu.ce. LICENSE. An auctioneer's license was granted to Mr David Thomas Matson, and a license for a registry office to Mr Charles Beach. ACCOX'NTS. Accounts to the amount of £75 10s were passed and the Council adjourned.
