The Austrian Government recent!} made a proposal to the other Powers that a Conference should be held in order to arrive at a settlement of the Bulgarian difficulty. The German and Russian Governments have, however, replied, declining the proposed Conference.

A mass meeting was held in *his city to-day, to protest against the demands of Russia with regard to the future Government of Bulgaria.
