The Austrian Government recent!} made a proposal to the other Powers that a Conference should be held in order to arrive at a settlement of the Bulgarian difficulty. The German and Russian Governments have, however, replied, declining the proposed Conference.

Sofia, Oc'ober 4

A mass meeting was held in *his city to-day, to protest against the demands of Russia with regard to the future Government of Bulgaria.

General Kaulbars was present, and proceeded to harangue the meeting, but was shouted down, and left the hall. Before doing so he warned those present not to disregard the advice of Russia. Sofia, October 5. General Kaulbars, who is at present on a tour through Bulgaria and Roumelia, has given formal notice that the elections for the Grand Sobrange will be illegal. Viesna, October 5. The Austrian Government has Infracted its Ambassador at St. Petersburg to complain to the Russian Government of the conduct of the Russian Agent, General Kaulbars, in Bulgaria.
