This would mean a gain of la per first ten words, and l£d per word af erwards as compared with the present rates. If the G overnments do not consent they will ba asked to fix the above rates for press messages, which at present are charged the siine as ordinary messages. Sir Julius Vogel is nlso favorable to reducing Now Zealand rates on messages to London by Id a word, and abolishing the extra charges now imposed after 8 p.ra
