> Thkrh has been little change in the condition of affairs in China during the pa-t week. It is repoitcd that the Emperor has appointed Li Hung Chang and throe others to negotiate for pi ace. The vv hereabouts of the Dowaeer-Empress is not \ery certain, and her opinion on these appointments would he ot interest at the present, time. It the Emperor is the nonentity he is repoited to be, the i onus, which his agents might make with the representatives of the Powers would probibly be repuduted by the Dowager-Empre'-s and her party The United States Special Commissioner and the German Minister have informed Li liun ' Chang ihat it was not possih'e to discuss the terms of settlement if the question of punishing the Dowauer-Enipros-i and her advisers were excluded. Under these circumstances thut strong mmded lady and her fnends will deem it wise to keep out of the reach of the Powers for some time. The position is a wry dehc.ite one, and will have to be dealt with in the most careful manner m> ;ts to avovl international complications.
