It lias been observed that advertisements appearing from time to time in connection with various company flotations contain statements by Government officers in their official capacity. In general it is considered to be undesirable that company-promotion schemes should be given the approval and support of Departments of State, and Cabinet, under date 22nd November, 1929, has ruled that—- “ Departmental officers should not express opinions in regard to private trading concerns without the consent of the Head of their Department.” R.
