Long-service Medals Awarded

Second-class Constable Robert Crawford, No. 428. „ „ Frederick Charles Smith, No. 431. Third-class Constable John Alfred Ferguson, No. 427. (97/80.) Rewards. Constable J. Smith, No. 648, Gisborne police, has been awarded £8 for arresting John James Pritchard, a deserter from H.M.S. “ Goldfinch” at Auckland. (97/31.) Constable J. Treanor, No. 128, and James Riordan, No. 600, Waipawa police, have been awarded £3 10s. by the Hawke’s Bay Acclimatisation Society for obtaining convictions against Maoris for illegally spearing trout. (97/94.) Constable J. Watt, No. 530, Ahaura police, has been awarded £1 17s. 6d. by the Inangahua Acclimatisation Society for obtaining convictions under the Animals Protection Act. (97/94.) Constable G. H. Nixon, No. 736, Wellington police, has been awarded £8 for arresting John McQuade, a deserter from H.M.S. “ Wallaroo.” (97/94.)

Gaming—Foreign Siveeps and Lotteries Advertised in New
Zealand
The defendant was charged with having published in the Weekly Press newspaper, at Christchurch, of which he was the publisher, the following advertisement: — “ Oxenham’s Monster Prize Consultation. Under the supervision of Tattersall’s Club Committee, Brisbane, assisted by leading citizens and members of the Press. — Birthday Cup, run at Randwick, May 24th, 1895. 25,000 at s.—Clarence River Jockey Club Handicap, run at Grafton (N.S.W.), July 10th, 1895. 10,000 at s.—Caulfield Cup. 50,000 at s.—Melbourne Cup. 50,000 at 10.— H. Oxenham is also prepared to execute commissions on all the principal events run in Australia—straight-out, double places, or starting prices. Branches for general business: Collins Street, Melbourne; Pitt Street, Sydney. Brisbane: Address for consultations: Oxenham, Brisbane, Queensland.” The Magistrate construed this advertisement to be an inviting of persons to take shares in sweepstakes, lotteries, and schemes for the distribution of prizes of money contrary to section 3 of “ The Gaming and Lotteries Act, 1885,” and convicted the appellant. On appeal, Denniston J. dismissed the appeal. He said : “No New Zealand enactment can affect a transaction in other countries, but there is no reason why the colony cannot legislate in respect of things done within itself in connection with such transactions. Advertisements and inducements to take part in sweepstakes and lotteries outside the colony are within the mischief aimed at by the statute.”
