My dear Minister, You are aware that owing to shipping delays I was prevented from attending the meeting of the Assembly of the League of Nations held at Geneva from 8 to 18 April 1946, to which I had been appointed the New Zealand delegate. In my absence the substitute delegates —Mr C. A. Knowles (of my office) and Mr G. R. Laking (of the Department of External Affairs)—acted as New Zealand representatives.
