J'ai l'honneur de porter a la connaissance de Votre Excellence que, par suite dune invitation dv Gouvernement neerlandais, le 13 ieme session de l'lnstitut International de Statistique aura lieu a La Haye au commencement dv mois de septembre, 1911. La coutume etant que les Gouvernements estrangers sont invites par voie diplomatique de bien vouloir deleguer un ou plusieurs representants, autant que possible de parmi les membres de l'lnstitut International de Statistique, pour prendre part aux sessions, j'ai, d'ordre de mon Gouvernement, l'honneur d'avoir recours a l'obligeant intermediaire de Votre Excellence, avec priere de bien vouloir soumettre cette invitation a la consideration dv Gouvernement Britannique. Je me permets d'ajouter que Son Altesse Royal, le Prince dcs Pays-Bas, Due de Mecklenbourg, a daigne consentir a etre le President honoraire, tandis que Monsieur H. W. Methorst, membre de Tnstitut, Directeur dv Bureau Central de Statistique (La Haye, Rijnstraat 28) s'est charge dcs fonctions de secretaire-tresorier. In reply to your letter of the 18th March, with regard to the representation of the self-governing dominions at the forthcoming meeting of the International Statistical Institute, I am directed by the Board of Trade to state, for the information of Sir Edward Grey, that they are informed that Mr. E. IT. Godfey, of the Census and Statistics Office at Ottawa, is a member of the Institute, but that neither New Zealand, South Africa, nor Newfoundland is directly represented in the membership. Mr. T. A. Coghlan, formerly Government Statistician for New South Wales and now Agent-General in London for that State, is, as you are aware from the list, copy of which was enclosed in your letter, a member of the Institute. I am to add that the Board would suggest that each of the self-governing dominions might be afforded an opportunity of nominating a delegate to attend the meeting of the Institute as their representative, and that an intimation, should be conveyed to them that the official delegates from the United Kingdom will be Sir A. E. Bateman, K.C.M.G. (late Comptroller-General of the Commercial, Labour, and Statistical Department of the Board of Trade) ; Mr. R. H. Rew, of the Board of Agriculture and Fisheries ; and Major P. I have the honour to request that you will inform your Ministers that Mr. Richard Kiliani has been appointed Consul-General of Germany at Sydney for the Commonwealth of Australia, British New Guinea, New Zealand, the Fiji Islands, and the British islands in the Southern Seas situated between Tonga and the French possessions. Steps are being taken for the immediate issue of His Majesty's exequatur to this gentleman, as he is not resident at the place to which he has been appointed. I have, &c, L. HARCOURT.
