Waverley- Waitotara R.C.; (Patea R.C.) —We allot one license and one day's racing to Waverley-Waitotara, with which Patea should coalesce to race at Waverley. We recommend stand at Waverley being moved back according to proposals submitted. Masterton R.C. ; Taratahi-Carterton R.C. —We allot two licenses and three days' of racing to Masterton, and one license and one day to Taratahi-Carterton ; but we recommend that these clubs should coalesce to race on Masterton course. We recommend that the improvements at Opaki, as submitted to the Gaming Act Commission, be immediately effected. In arriving at this recommendation we are guided by the geographical distribution of racecourses. Wairarapa R.C. ; (Lower Valley J.C.) —We allot two licenses and four days' racing to Wairarapa R.C.. with which Lower Valley should coalesce to race at Tauherenikau. Wellington R.C. —We recommend reducing winter meeting by one day. Akaroa County R.C. —We recommend tenure being altered to freehold or permanent right to race at a fixed rental, or, failing this, a suitable arrangement to race on the recreation-reserve at Motukarara. We advise railing the inside of racingtrack, and providing proper sanitary and other accommodation. Amberley Steep. C; (North Canterbury J.C), (Ohoka and Eyreton J.C.) —We recommend railing the inside of racing-track, the erection of grandstand and all other usual appurtenances and sanitary arrangements. The course is at present equipped with very unsuitable buildings, and it is recommended that no license shall issue until satisfactory assurances have been made of the carrying-out of the needed improvements. Failing that we suggest that the same offer be made to North Canterbury J.C. These three clubs should coalesce. Ashburton County R.C. —We recommend railing the inside of racing-track. Hororata R.C. —We recommend railing the inside of racing-track and removing trees of central clump. Kumara R.C. —This course as at present laid out is too narrow to accommodate large fields with safety. The tenure of the club from the Borough Council should be made permanent. Nelson J.C. —We recommend railing the inside of racing-track. Tenure of course from Agricultural and Pastoral Association should be permanently fixed. Reefton J.C. —W r e recommend lengthening the course as far as possible. Tuapeka C.J.C. ; Beaumont J.C. —The position of these two clubs requires special comment. The Tuapeka (Lawrence) course is, in our opinion, unfit for racing and incapable of being sufficiently improved. The Beaumont course is well fitted for the purpose, but is held on a leasehold tenure and is at present isolated. This isolation will, however, cease when the Big Hill Tunnel, now under construction, is completed, as the Beaumont course will then be easily accessible by rail to the inhabitants of Tuapeka. We therefore allot one license and one day to Tuapeka and one license and one day to Beaumont. On the completion of the tunnel we suggest that these two clubs should amalgamate to run a two-days' meeting at Beaumont. We also suggest that the freehold of the Beaumont course should be acquired, and that the two clubs make immediate arrangements for ultimately carrying out the proposal indicated, after which all requisite appliances should be provided. We suggest that unless these recommendations are fulfilled no license shall be issued to either the Beaumont or Tuapeka Clubs. Cromwell J.C—We recommend railing the inside of racing-track, erection of new grandstand and other necessary appointments, sanitary and otherwise. Lake County J.C (Frankton Racecourse). —We advise meeting being held on Frankton Racecourse Reserve, and proper equipments and repairs, including the railing of inside of racing-track. North Otago J.C—We recommend erection of improved railing in the straight. Tapunui R.C —We recommend railing the inside of racing-track. Vincent J.C—We recommend railing the inside of racing-track, erection of suitable grandstand and all other necessary appointments, sanitary and otherwise.
