I cannot conclude my report without placing on record my very sincere appreciation of the able and loyal assistance rendered to me by Mr. J. D. Gray, who has acted throughout as Secretary to the Commission. The work has been long and arduous, and he has been as my right hand. To Messrs. Leslie, Gore, Russell, and Berry are also due my thanks for very correct and prompt reports of the proceedings. The full evidence taken before me is forwarded herewith.
