I have the honour, in accordance with the provisions of " The Education Act, 1877," to submit to your Excellency the following report* upon the progress and condition of public education in New Zealand during the year ending the 31st day of December, 1890. REPORT. Public Schools. For the year 1890 the increase in the number of children attending the primary schools was unusually small, —smaller than for any other year since 1881. The mean of the average attendances of the four quarters is 94,632, which exceeds the mean for 1889 by only 1,258. The average of the weekly rollnumber for the year is 118,392; in 1889 this average was 116,211. The attendance for the year fell below the estimate for the year so far as to make a difference of nearly £9,000 to the expenditure of the year. The following table
