I forward herewith papers relative to three claims, the circumstances of which are, I think, jn conformity with the recommendations of the Naval and Military Settlers' and Volunteers' Land Claims Committee's report, such as entitle the claimants to get the land-grant promised to naval and military men obtaining their discharge with the view of settling in New Zealand, and who, from causes beyond their immediate control, were prevented from claiming the land they were entitled to. I also forward herewith a list of twenty-nine claimants who, in my opinion, have failed to substantiate their claims for a certificate entitling them to a land-grant or the remission of money in the purchase of land in any part of the colony.
