The Volunteer instructional camps should have for their object the accustoming of the officers and men to the performance of the actual duties they would have to execute at the ports they are charged to defend under the varying conditions of possible attacks. I would also advise that in all cases the officers of the Volunteer Forces should act under the orders of the officers of the Permanent Forces, as the latter must be more thoroughly trained and acquainted with their duties.
