In.laying the accompanying statement of the outstanding liabilities on the 31st March before Parliament, in compliance with the provisions of " The Public Eevenues Act, 1880," the Controller and Auditor-General, in reference to the remarks which accompanied the similar statement of last year, has appended a statement this year, showing the votes in which the liabilities exceed the unexpended balances of the Appropriations as taken from the Appropriation Account already presented to Parliament.
