Witness our Trusty and Well-beloved Sir Hercules George Robert Robinson, Knight Grand Cross of our Most Distinguished Order of Saint Michael and Saint George, (1.5.) Governor and Commander-in-Chief in and over our Colony of New Zealand and its Dependencies, and Vice-Admiral of the same, at Wellington, this twentieth day of May, in the year of our Lord one thousand eight hundred and seventy-nine. Victoria, by the grace of God, of the United Kingdom of Great Britain and Ireland, Queen, Defender of the Faith : To our trusty and loving subject, the Reverend William Edward Mulgan, Bachelor of Arts.—Greeting : Whereas we did by Letters Patent, made and issued under the Seal of our Colony of New Zealand, bearing date the twenty-third day of December, one thousand eight hundred and seventy-eight, appoint the Honourable William Gisborne, Member of the House of Representatives, William Henry Cutten, Esquire, Member of the House of Representatives, together with several other gentlemen therein named, to be our Commissioners to make inquiry into and report upon the operations of the University of New Zealand, and its relation to the secondary schools of the colony, and the relations of both to the primary schools, with other matters and things therein mentioned : And whereas since the issue of the said Letters Patent, Joseph Augustus Tole, Esquire, Bachelor of Arts, Bachelor of Laws, and Member of the House of Representatives, one of the Commissioners thereby appointed, hath resigned his office under the said Commission, and it is expedient to appoint another Commissioner in his stead : Now know ye that we, reposing great trust and confidence in your zeal, industry, discretion, learning, ability, and integrity, and with the advice and consent of the Executive Council of our said colony, have constituted and appointed, and do by these presents constitute and appoint, you, the said Reverend William Edward Mulgan, to be a Commissioner for the purpose aforesaid, in addition to and together with the Commissioners now acting under the above-mentioned Letters Patent, with all the rights, privileges, and authorities in them vested thereby.
