CENTRAL MILK COUNCIL REPORT OF THE DIRECTOR OF MARKETING FOR THE PERIOD ENDED 31st MARCH, 1949

Presented to Both Houses of the General Assembly Pursuant to Section 112 of the Milk Act, 1944

The Director of Marketing to the Hon. the Minister of Health. Madam, — Wellington. I have the honour to present herewith, pursuant to section 112 of the Milk Act, 1944, a report of the operations of the Central Milk Council for the year ended 31st March, 1949. I have, &c, L. C. REPORT

Personnel of the Central Milk Council During the year there were several changes in the personnel of the Central Milk Council. The Hon. W. J. Rogers, M.L.C., replaced Mr. M. E. Lyons as the representative of the Municipal Associations of New Zealand (Incorporated), and appointed on the recommendation of the Minister of Health. Mr. J. J. Maher, M.P., replaced Mr. K. K. Montgomery as one of the tworepresentatives of the Town Milk Producers' Federation. The third change in personnel was the replacement of Mr. H. H. Innes by Mr. L. C. Webb, brought about by the resignation of Mr. H. H. Innes from the Public Service. The personnel and constitution of the Council has therefore been as follows : Chairman : The Hon. Mabel B. Howard, as Minister of Health. Dr. Muriel Bell, representing the interests of women and children, appointed on the recommendation of the Minister of Health. Hon. W. J. Rogers, Mayor of Wanganui, and representative of the Municipal Association of New Zealand (Incorporated) appointed on the recommendation of the Minister of Health.

Messrs. J. J. Maher, M.P., and C. J. McFadden, representatives respectively of North and South Island Town Milk Producer Associations, and appointed on the recommendation of the Minister of Agriculture. Mr. H. E. Combs, M.P., appointed on the recommendation;of the Minister of Health. Mr. L. C. Webb, as Director of Marketing. Declaration of Milk Districts and Establishment of Local Milk Authorities The following is a schedule of the declared milk districts and established milk authorities approved during the year ending 31st March, 1949 :

Public Inquiries Conducted by Central Milk Council At a meeting of the Central Milk Council held on the 21st October, 1948, a formal protest was received from the Hamilton Milk Vendors' Association, Inc., against the decision of the Hamilton City Council as the Local Milk Authority to alter the present method of one vendor one zone to a system of block zoning with two or three vendors operating in each zone. In keeping with section 103 of the Milk Act, 1944, it was decided to set up a Committee of Inquiry, the Hon. W. J. Eogers, M.L.C., and Mr. C. J. McFadden agreeing to be the Committee. The Hon. W. J. Rogers, M.L.C., found it impossible to attend the inquiry, Mr. H. E. Combs, M.P., taking his place. A report on the evidence forthcoming at the public hearing was placed before the Central Milk Council for their consideration and it was resolved that the report of the Committee of Inquiry recommending the basis of one man one zone be endorsed by the Central Milk Council. Purchase op Privately-owned Milk Treatment Plants During the twelve months ended 31st March, 1949, the following privately-owned milk treatment plants have been purchased by the Crown :

Supply Associations Approved by the Central Milk Council During the year the Council approved of the following supply associations in terms «of section 92 of the Milk Act, 1944 :

Conference op -Local Milk Authorities Invitations were sent by the Council to local authorities who had accepted their responsibilities as Local Milk Authorities under the Milk Act, 1944, also to those local •authorities whom the Central Milk Authorities wished to interest in accepting their responsibilities. The conference, which was well attended, was opened by the Hon. Miss Howard, and, attended by all members of the Council, proved a success in that .since the conference seven local bodies have become Local Milk Authorities, Gisborne -being the one major local body which has not as yet made a decision. Miscellaneous Matters During the year the Council gave consideration to the following matters : (a) Incidence of T.B. in milk. (b) T.B. testing of herds. (c) Setting-up of Local Milk Authorities' Association. (d) Preparation of publicity.
