INVERCARGILL LICENSING TRUST FIRST ANNUAL REPORT, FOR THE YEAR ENDED 31st MARCH, 1945

Presented to both Houses of the General Assembly pursuant to the Invercargill Licensing Trust Act, 1944, Section 28

General In presenting the first report and Balance-sheet of the Invorcargill Licensing Trust, the members report what they consider a satisfactory position. The members faced what seemed an impossible task when taking over, having no precedent to follow, no capital, no premises, no staff, and no set ideas, except a fixed resolution to improve the method of retailing liquor and to provide the best of accommodation. In the initial stages we had the assistance of a Public Trustee officer as Secretary, until the appointment of our present Secretary-Manager, Mr. E. B. Barnett. As a considerable time had elapsed between the carrying of restoration and the passing of the Invercargill Licensing Act, the members of the Trust were anxious to, at least, open bars by Ist July, a date mentioned during the passing of the Act. Owing to owners of obsolete hotels asking exorbitant prices for their premises, the Trust was forced to take leases of land and erect temporary bars. It would be well to remember that, at this stage of developments, we had been assured by the then Commissioner of Works that we would have no difficulty in obtaining permits to build or alter hotels. The placing of contracts for the erection of these premises in the hands of the Public Works Department was a costly mistake, as the buildings cost over £6,000 each. Had the Trust been given the man-power and materials, we feel sure that we could have saved a considerable amount of this unnecessary outlay. The purchase of existing hotel premises and sites for erection of permanent hotels proved a most embarrassing experience, as most of the hotels, after thirty-eight years of prohibition, had reached a stage where alterations were impracticable. The taking of buildings and land under the Public Works Act also proved cumbersome, and met with a considerable amount of opposition from owners. In a number of cases, however, we were able to reach settlement, but where trustee ownership is concerned the services of the Act will have to be exercised. We would explain here that, while members of the Trust are most anxious to make progress and erect at least two up-to-date hotels, they feel that the erection of houses should take precedence. Moreover, we have found that at the present-day cost of building, limitations of choice of building materials, furnishings, &c., it would be uneconomic to launch into the erection of what we hope to have —modern hotels and taverns. Our experiment with the Brown Owl Restaurant, where we are dispensing food and drinks side by side, has permitted the members to bring about the experiment of sitting-down drinking. Our observations have conclusively shown that the effects of alcohol are much easier controlled when taken in mixed company, and we can see no ill effects through children frequenting this restaurant with their parents. Although isolated cases may be sited where women take a drink when accompanied by their children, public opinion in Invercargill is very strongly in favour of this class of restaurant. We also find that the proportion of accommodation and drinking are not equal in our city, and propose to erect a few taverns in the suburbs, where drink and refreshments only are to be catered for. This service will provide afternoon teas, &c., for ladies as well as drink for the public. In other words, we consider that it is not necessary or desirable that drinking-houses should be only attached to hotels. The engagement of forty to fifty barmen and assistants also gave worry, as few of the men offering had any previous experience, most of the appointees being returned men, who, with few exceptions, have proved most satisfactory. Our temporary bars are not what we would like them to be, chiefly through overcrowding, but we are certain that the atmosphere and behaviour is much better than in privately-owned hotels. This is brought about largely by the fact that our servants are judged by the behaviour of their clients, rather than by sales made. Our barmen are not permitted to shout, sell drinks to any one who appears intoxicated, or themselves drink while on duty. Bookmaking is not tolerated on the premises. All bars close sharp

at the appointed hour, no after-hour drinking being possible, as premises are locked up and no one resides on the premises. In the Grand Hotel, the only residential hotel in which we have installed a house bar, affairs are conducted on the usual lines, with the exception that no drink is permitted in bedrooms. On the introduction of drinking after thirty-eight years of prohibition, it was to be expected that there would be an increase in the amount of drink consumed in the district, but the numbers of prosecutions have, we think, been less than under prohibition. The Police Department will, we hope, give the actual figures. Finance Complying with the interpretation of the Invercargill Licensing Act, the Trust borrowed the first £50,000 from the Treasury and are financing the balance through the Bank of New Zealand on current account. A first mortgage and debenture over the Trust's undertakings has been given to the bank and a second mortgage to the Treasury Department. Interest at bank rate is being paid to the Treasury with a table repayment liquidating the £50,000 by March, 1954. The total turnover for the nine months ended 31st March, 1945, was £141,568 lis. 5d., leaving a net balance in Profit and Loss Account of £23,485 14s. 7d. Income-tax, social security tax, and land-tax are to be paid from this amount. Prospects The members of the Trust are well satisfied with the progress made under the limited circumstances, but are of the opinion that it would be unwise to judge the experiment too critically at this stage.
