I LEADING BRITISH OFFICIALS LONDON, Sept. 21 | When the time comes to set up an 1 Allied Control Commission for Germany the two leading officials on the British side will be General Kirby and Mr I. Kirkpatrick, of the Foreign Office, who are already at work organising the British component of that organisation.
