NOT SPEAKING TO LAVAL NEW YORK, Sept. 19 Argentine diplomats en route home from Germany say that a meeting between Petain, Laval and other members of the Vichy Cabinet occurred last week in Freiburg, states the New York Times correspondent in Gothenburg. Petain was severely shaken by events in France and evidently was not on speaking terms with Laval. He was a tottering wreck on the verge of collapse and was scarcely able to walk.
