CONDITIONS UNDER GERMANS (Received Jan. 13, noon) LONDON, Jan. 12 Channel Islanders say they are now permitted to send only one Red Cross postal message per month and it must be addressed to a relative, but they are allowed to reply to any Red Cross message received. Despite this restriction there were 7000 messages to relatives in Britain in the past three weeks. The general tone was Cheerful and there were several references to such activities as music theatricals, tennis, cricket, bathing and dancing. The fruit harvest appears to have 1 been good. Messages from Jersey : and Guernsey Islands speak of drying grapes to produce sultanas, picking apples and pears for storing, etc. '•
