LIBERATED AREAS
ALLIES’ PLAN OF RELIEF NEW YORK, Sept. 23 Britain, the United States, China and Russia have approved the revised draft of an agreement among the United Nations for relief, rehabilitation and administration in liberated areas. The Secretary of State, Mr Cordell Hull, described the agreement as “the first and most important step in international collaboration.” The agreement provides for a council consisting of one member from each United Nation and associated nation, and a central committee consisting cf one member each from Britain, America, China and Russia. According to the revised draft, the distribution of food and other rehabilitation work will be undertaken by the international organisation, thus cutting down the present American relief organisation to the role of aiding the American member of the council. Mr Hull said that the revised draft had been sent to 29 other United Nations, 10 associated nations and the French Committee for National Liberation for approval. He added that White House suggested that the council should meet early in November in America.
