Copyright) (Received Dec. 10, 11 a.m.) NEW YORK, Dec. 9 The Washington correspondent of the New York Times says a vastlyexpanded victory programme, involving the expenditure of nearly 5,000,000,000 dollars monthly, for war goods, were discussed today by the Supply Priorities Allocations Board with Mr Roosevelt.
