MOVE TO AMEND BILL COUNCIL PASSES MEASURE (By Telegraph.—Press Association) WELLINGTON, Friday Stating that he saw in the measure undue solicitude for the criminal and incorrigible persons and misplaced faith in human nature, the Hon. W. Perry (Wellington), in the Legislative Council this afternoon, moved an amendment to the Crimes Amendment Bill which provides for the abolition of capital punishment for murder and of punishments of flogging and whipping. Mr Perry’s amendment was that in view of the important issues involved the bill should be referred to the Statutes Revision Committee to enable expert evidence to be heard. The amendment was defeated by 16 votes to four, and the bill was subsequently passed. Moving t.he second reading of the bill, the Leader of the Council, the Hon. D. Wilson, said he had long held the earnest conviction that capital punishment and flogging and whipping were morally and socially wrongful. The Council adjourned until Wednesday.
