NO GOODS FOR RUMANIA UNDER ENEMY CONTROL (United Press Assn.—Elec. Tel. Copyright) . LONDON, Feb. 25 Asked about exports to Rumania in relation to the probability of their being sent to Itily, the Minister of Economic Warfare, Dr. Hugh Dalton, said that when Italy entered the war all navicerts and export licenses for Rumania were revoked, and the British Government would not consider the issue of new ones while there was a danger of goods destined for Rumania falling into Italian hands, says a British official wireless message. No shipping arrangements were offered giving the necessary security against such happenings. Moreover, Dr. Dalton added, Rumania was already passing under German economic control, and no goods had been allowed to go through British control to Rumania since last June. Replying to further questions, Dr. Dalton said the precedent set might usefully be followed in the cases of other countries likely to be drawn into the German orbit. The President of the Board of Trade, Captain O. Lyttelton, replying to a question, said that during the period of the war no licenses had been issued for exports from Britain to Japan of war materials, as such great, care had been taken in regard to material exported, but a general assurance could not be made that nothing % exported might not be capable of being used as war material.
