CONVICTIONS IN SOUTH AFRICA NEWSPAPER MEN FINED CREATION OF DESPONDENCY (United Press Assn.—Elec. Tel. Copyright) (Received August 16, 3.15 p.m.) CAPETOWN, August 15 Three members of the staff of a Johannesburg Nationalist newspaper were convicted under the emergency powers regulations for publishing matter calculated to create a panic or despondency. The comment was based on a speech by a provincial councillor alleging that truck-loads of bloodstained uniforms were conveyed to Pretoria. The general manager was fined £SO and the writer night editor £ls. The writer of the article pleaded that he was participating in a general press campaign against the Government for war news, which was difficult to obtain. No attempt had been made to establish the truth erf the statement.
