Copyright) (Received Feb. 17, 3.15 p.m.) TOKIO, Feb. 16 The Foreign Minister told the Parliamentary Committee that despite the apparent immediate hopelessness he would not abandon his efforts for the renewal of the Japanese-Ameri-can treaty, and is concentrating on preventing deterioration in relations. SCHEME REJECTED DEVELOPMENT OF GUAM DANGER OF INVOLVEMENT (United Press Assn.—Elec. Tel. Copyrlg-ht) (Received Feb. 17, 3.15 p.m.) WASHINGTON, Feb. 16 The House of Representatives, by 123 to 114 votes, eliminated from the Naval Appropriation Bill the funds to develop Guam. Opponents of the scheme declared that the project would increase the danger of the involvement of the United States in Far Eastern conflicts.
