Senator Pittman, in the Senate, said: "If Germany sinks United States vessels it would be a brutal act and excite the United States to the extreme point. I do not believe it would declare war because of such an act, but the announcement that the United States ships are liable to be sunk after leaving the Contraband Control is a greater threat than the illegal main interference.”
