Any attempt to establish it would be more likely to provoke a quarrel than to facilitate co-operation. The Russians know that the Germans look down on them as an inferior race, valuable for cannon fodder and other material to serve the German ends.” The Times adds that no great success is likely to follow the trade pact just concluded.
