RUSSIAN-GERMAN CO-OPERATION LIKELY TO REMAIN ONLY A DREAM INFERIOR RACE USE AS CANNON FODDER (Official Wireless) (Received Feb. 17, 11 ajn.) RUGBY, February 16 Obstacles in the way of effective Russian-German co-operation are discussed in the Times, which remarks that the organisation of Russian resources by Prussian efficiency is a “dream which has always been attractive to German Army leaders but is likely to remain a dream, for to the great mass of Russians there is nothing more anti-pathetic than precise and soulless efficiency. “It could only be visualised through the complete and prolonged domination of Russia by German organisers,” says the Times, “and the experience of Peter the Great and succeeding rulers shows how difficult this would be. Any attempt to establish it would be more likely to provoke a quarrel than to facilitate co-operation. The Russians know that the Germans look down on them as an inferior race, valuable for cannon fodder and other material to serve the German ends.” The Times adds that no great success is likely to follow the trade pact just concluded.
