Copyright) (Received Feb. 17, 11.30 a.m.) STOCKHOLM, February 16 A communique states that M Tanner, former Finnish Foreign Minister, on February 13 raised the question of sending Swedish troops to Finland. He was reminded of the principles laid down in the Prime Minister’s speech in the Riksdag on January 17. No change from this standpoint has occurred. The newspaper Aftonbladet says members of the Finnish Cabinet told the Swedish Government that Finland must have additional help or conclude a peace with Russia “on conditions greatly affecting Sweden.” Finland’s only other alternative is to accept help from the Western Powers, conditional on such help including a permitted passage across Norway and Sweden. The Aftonbladet adds that Finland is expected today or tomorrow to accept the Western Powers’ offer of military assistance. Sweden has rejected a request from Finland for direct military aid. The spokesman said that Sweden will never permit the passage of foreign troops to Finland. -Such permission is entirely incompatible with neutrality.
