SHIPPING ROUTES EXCHANGE (United Press Assn.—Elec. Tel. Copyright) WASHINGTON, Feb. 13 Mr Roosevelt and Mr J. Kennedy, American Ambassador to Britain, discussed exchanging British and American shipping routes. They hope to persuade the British to turn over to the United States exclusively British routes re-employing United States tonnage outside the war zone and releasing British for use in the Atlantic.
