SURPLUS SUPPLIES AMERICA AND NEUTRALS STRENGTHENING PROCESS (United Press Assn.—Eire. Tel. Copyright) NEW YORK, Feb. 10 The disposal of surplus guns and other supplies by the United States to neutral countries is believed to have been authorised as part of a policy of closer co-operation with other neutral Powers to which the United States is working, says the Washington correspondent of the New York Times. It is revealed that the Government is preparing a policy of strengthening endangered neutrals, whose land and naval defences will be implemented by attempts to assure more trading and greater solidarity among neutral Powers.

President Roosevelt has authorised the Navy Department to sell obsolete destroyers, of which there are 109. but 72 of these are being recommissioned. The remainder will be available for sale. The Scandinavian countries are expected to be the chief buyers of these and other surplus supplies, which are available to all “neutral” countries except Finland and China.
