BELLIGERENT U-BOATS
VISITS TO AMERICA BAN RECOMMENDED EXPECTATIONS STATED (United Press Assn.—Elec* Tel. Copyright) RIO DE JANEIRO, Feb. 8 The Inter-American Neutrality Committee has recommended the American republics to ban belligerent submarines from their territorial waters except if they are in need of refuge because of stress of weather, if they urgently need repairs, or for humanitarian reasons. The recommendation adds that if submarines are permitted entry they must navigate on the surface, showing their flag.
