AMERICA AND SOVIET REJECTED BY CONGRESS (United Press Assn.—Elec.-Tel. Copyright: WASHINGTON, Feb. 7 The House of Representatives twice to-day refused to act toward ending diplomatic relations with the Soviet, rejecting by 108 votes to 105 an amendment to the State Department Appropriation Bill, aimed at withholding funds for the salary of the Ambassador to Moscow, and defeating by 95 votes to 38 an amendment seeking to prohibit the State Department from maintaining the Embassy in Russia. It was argued successfully that such action would neither help Finland nor hinder Russia.
