Copyright) (Received Feb. 9, 9.45 a.m.) NEW YORK, Feb. 8 The Washington correspondent of the Journal of Commerce states the import business has been in a state of confusion since the regulation based on the Neutrality Act requiring the senders of cheques to belligerents to furnish testimony, on oath, that the title had been transferred to the addressee before the dispatch of goods became effective on January 15. The Justice, Post Office and States Departments are attempting-to frame new regulations.
